Hide AdRoads around the area were gridlocked, with traffic unable to leave the city via Derek Dooley Way.
But the man has since climbed back onto Bernard Road, with police satisfied over his safety.
A larger volume of traffic heading into the city centre was expected this evening with Sheffield United hosting Middlesbrough at Bramall Lane in a 7.45pm kick-off.
But the Parkway was reopened in enough time to allow supporters to reach the stadium.
South Yorkshire Police has been contacted.
